Evaluation Criteria that will be used to review proposals for the Bowie Mill Rd property.

1.  Overall Design and Conceptual Development Plan

  • Compatibility with adjacent properties

  • Mix of housing types

  • Site design that creates a neighborhood sense of place

  • Adequate parking

  • Active and/or passive recreation, not including the gymnasium

  • Architectural character and quality of building materials

  • Appropriate scale and design of the gymnasium space in Option B plan

  • Green/sustainable site and building elements

  • Proposed project schedule

 

2.  Relevant Experience and Qualifications of Project Team  

  • Development firm and key personnel experience

  • Architect/Engineer and key personnel experience

  • Experience as lead developer in the entitlement (i.e., zoning, preliminary plan, site plan submission and approval process, particularly in Montgomery County)

  • Financial and organizational capacity of the developer, including staff resources to be assigned to the project

  • Demonstrated experience in the successful completion of projects of comparable size, scale, and complexity

  • Reference checks

 

3.  Financing Strategies

  • Simple direct financing with predictable outcome

  • Sound business viability of proposal

  • Estimated payment to the County

  • Clear documentation of the availability of all funds
