The Olney Master Plan
The
General Plan provides a framework for guiding development and
managing resources in Montgomery County. Each master plan
implements the goals and objectives of the General Plan within its
specific area. A master plan is revised every 15 to 20 years, and
the Olney Master Plan was last updated
in 1980. The process of revising the plan began in 2001.

The process to update the Olney Master Plan began in July 2001,
collecting data and identifying issues to be addressed in the plan. A
Final Purpose and
Outreach Strategy Report (pdf, 1.4 Mb) was approved by the Planning
Board in March 2002. A 40-member advisory group (MPAG -- Master Plan
Advisory Group) was then formed to represent the community's
perspective. Twenty public meetings were held on a variety of topics,
and a Community Issues Survey was conducted. In July 2003, the Staff
Draft was completed and approved by the Planning Board to be the Public
Hearing Draft.

After the publication of the Public Hearing Draft, a public hearing
before the Planning Board was held on
September 25, 2003. Public testimony given at that hearing is

A series of work sessions have been held by the Planning Board to
discuss the Public Hearing Draft, the comments made during the Public
Hearing, and additional written testimony. Details of the Planning Board

The Planning Board voted on a final version of the
master plan on May 27, 2004. At this point, the Planning Board Draft
(which is the revised Public Hearing Draft after all the work
sessions) is transmitted to the County Council. A
public hearing before the County Council was held on September 21, 2004. Public testimony given at

The Planning, Housing, and Economic Development (PHED) Committee is
composed of Council members Nancy Floreen, Marilyn Praisner, and Steve
Silverman. This committee meets to discuss the details of the
master plan and takes straw votes on each property/topic. These
votes are considered by the full Council as recommendations. The PHED Committee met five times to discuss the Olney Master Plan.

from those sessions. A public hearing before the County Council
was held on January 18, 2005 on the new zone for town center. After this public hearing, the PHED Committee
met again to discuss details of this zone and
public comments made at the hearing. The full Council met on March
8 and March 15, 2005 to discuss the plan and vote.
